Diego Luna, who stars as the ambitious Mexican bureaucrat, explained in an interview with TODAY.com that the character was intentionally crafted as a blend. “We didn’t want to commit to a specific name so we could include all the anecdotes we’d heard, the ones we know happened, fill in the blanks,” Luna said. The actor noted that many actions attributed to de la Torre in the film actually occurred within the Mexican Football Federation, but the filmmakers wanted creative freedom to invent details as well.

The film itself signals its approach with an opening tagline: “Some of these events did happen.” Director Gabriel Ripstein’s satirical take on Mexico’s World Cup bid weaves real historical events—including Colombia’s withdrawal as host and the devastating 1985 Mexico City earthquake—with invented plot points and character moments. The tournament went ahead despite the country’s economic crisis and the earthquake that had killed over 12,000 people the previous year.
