Squirreled away in an unhappy little room somewhere in Ottawa, the Copyright Board of Canada toils away figuring out ways to turn industrial paranoia into cash. On Friday, Canadians were dinged with another 8 cents on every CD that they buy. The private copying levy on CDs now stands at 29 cents.
“Two main factors led the Board to raise the CD levy rate to 29¢”, said Claude Majeau, Secretary General of the Board. “First, the mechanical royalties that record labels pay to record a song onto a prerecorded CD have increased. Second, because consumers now use compression technology when they record music, the average number of music tracks copied onto a CD went from 15 to more than 18.”
Let me get this straight. The increased storage due to new compression technology somehow justifies an 8 cent increase on every CD bought and sold in Canada? Who’s making these rules? Oh right, the big music publishers and distributors. As the (downloaded) song goes … paranoia will destroy ya …
As many know, copying music onto CDs is increasingly a technique of the past, something to tell wide-eyed grandchildren about, yet another crazy story (along with 8-tracks and laser discs) about how things were done back in the day. Nonetheless, our continued outrage is well placed.
Send an email to your local coalition leader and tell them what you think. The Conservatives said they were going to scrap the tax, but never got a round to it. Maybe a shaky and a little bit desperate coalition government will be more sensitive to voter outrage.
